The principals of TSPE, Shavawn M. Lockhart, P.E. and Thomas H. Chastain, P.E, have dedicated their careers to the aviation industry.  Combined they have over 45 years of experience in the planning and design of aviation facilities of all sizes.

The entire professional staff is focused on aviation development.

TSPE is located just minutes away from the New York Airport District Offices in Garden City New York. This helps us coordinate and facilitate our projects and their review process.
